allowance of $1.50 per month to 8 Harbour office boatmen

which would cost $144 per annum. .

therefore be $1,224 per annum.

2. In the Land Police.

Since I took charge of the Force I have kept

constantly before me the gradual reduction of the Police at

out-stations, in view of the aiminution in crime in the rural

districts. Since 1893 I have successfully withdrawn 14 Asia-

tic Constables and 6 European Constables from the Stations

at Pokfulam, Aberdeen, Stanley, Shaukiwan and the Hill Distrid.

The Asiatic Constables form a welcome addition to the

strength in Victoria,but I think that the time has arrived

when some reduction might be made in the number of European

Constables, in consequence of the saving which has been ef-

fected at the Stations named above.
